They're her characters Akita and Taro (buhuhuhu they doesn't look accurate to their design =(, sorry!)
From Taro's face I'm not sure if he's gonna kiss or drown her xD
I wasn't sure about this illust because I suck drawing couples, and in the end liked it too much =D, obviously highly referenced from *Sugarock99's gallery [link]
